Funeral director admits all charges in Legacy case linked to Beverley branch

HULL – The former owner of Legacy Independent Funeral Directors has admitted all 67 criminal offences brought against him in the case that shocked Hull and East Yorkshire and where a wide-spread investigation also involved the firm’s Beverley branch.

Robert Bush pleaded guilty at Hull Crown Court on Thursday, 2 April, ending the contested part of one of the region’s most disturbing criminal cases.

Bush has admitted offences including preventing a lawful and decent burial, fraud, fraudulent trading and theft. The Crown Prosecution Service said the charges were brought following an investigation by Humberside Police into the operation of Legacy Independent Funeral Directors.

The scandal first emerged in March 2024 after police received a report raising concerns about the care of the deceased. Officers attended Legacy’s premises and cordons were put in place at all three branches used by the business, including Beverley as well as two sites in Hull.

Police later removed dozens of bodies and a quantity of ashes as part of their investigation.

Although the case has largely been associated with Hull, the Beverley branch means the fallout was never confined to the city.

For families across East Yorkshire, including in Beverley, the story carried particular weight because it involved a funeral business with a presence in the town itself.

The case has left many families facing not only grief, but deep uncertainty over what happened to their relatives’ remains and whether the ashes returned to them were genuine.

When Bush was first charged in 2025, prosecutors said the case involved 64 offences. His guilty pleas this week take the total to 67.

Reports of the hearing said the offences included 30 counts of preventing a lawful and decent burial, along with fraud offences connected to funeral arrangements, ashes and pre-paid funeral plans.

The case has caused profound distress across the region and has raised wider questions about trust and oversight in the funeral sector. Bush is due to be sentenced later this year.
